Brief Introduction

Hailing from a family of warriors and freedom fighter’s tradition in Odisha, Shri Biswabhusan Harichandan, who joined the High Court Bar of Odisha in 1962 and Bharatiya Jansangh in 1971, shot into prominence as an advocate and a political leader by dint, of his hard work and determination within a short span of time.
He fought against the throttling of democracy in the historic J.P. movement for which he was jailed during the Emergency for months together. As chairman of High Court Bar Association Action Committee shri Harichandan led the Lawyers’ agitation in Odisha against the supersession of Judges in Supreme Court in 1974 and roused public opinion against the dictatorial regimes of the Smt. Indira Gandhi, the then, Prime-Minister.
Shri Harichandan, a stalwart in Odisha politics was elected to the State Assembly of Odisha for five times Viz. 1977, 1990, 1996, 2000 and 2004. He won the 2000 assembly election by a margin of 95,000 votes against his nearest rival, breaking all the previous records in Odisha.
Shri Harichandan was Minister in Odisha Government for 4 times viz. 1977, 1990, 2000 & 2004 and continued as such till 2009. During his Ministerial tenures he handled important portfolios like, Revenue, Law, Rural Development, Industries, Food & Civil Supplies, Labour & Employment, Housing, Cultural Affairs, Fisheries and Animal Resources Development Departments. He was the founder President of Bharatiya Janata Party in Odisha in 1980 and elected as President for another three terms till 1988. He was also leader of the BJP Legislature Party in State Assembly for 13 years i.e., from 1996 to 2009. In the Governments, he played a very prominent role, for which he remained in the publics’ gaze. He always takes up and fights for the peoples’ cause, for which he is highly respected by the people, Administrators and politicians, irrespective of their party affiliations.
Shri Harichandan is an ardent democrat in all respect who fights for human rights, democracy, democratic values, citizen’s rights, especially rights of down trodden people and against corruption.
Shri Harichandan is a reputed columnist who has written several articles on contemporary political issues, historical, social and cultural matters which have been published in all leading newspapers of Odisha and some English weeklies of Delhi.

LITERARY CONTRIBUTIONS :-

His literary contributions are “MAHA SANGRAMAR MAHANAYAK”, a drama on Buxi jagabandhu, the supreme Commander of Paik Revolution of 1817, six one act plays MARUBHATASH, RANA PRATAP, SHESH JHALAK, on MAHARANI PADMINI of MEBAR, ASTA SIKHA ,on TAPANG DALABERA‘s heroic war & sacrifice, MANASI, (social) and ABHISAPTA KARNA(mythological), Swachcha Sasanara Gahana Katha, an anthology of his 26 short stories and “Ye MATIR DAK” a compilation of some of his selected published articles,“Sangram sari nahin”, his autobiography, which has focussed on his struggles in political, administrative, social, cultural & other fields during his long public life.

POLITICAL CAREER :-

  • During his tenure as a Cabinet Minister in 1977, the essential commodities, which were scarce during emergency, were not only freely made available but were available at economic price and the price-line was steadily maintained. His stringent actions against the black marketers and hoarders made him very popular in Odisha.
  • As Revenue Minister, he laid emphasis on computerization of land records, simplification and codification of revenue laws for convenience of administration and took bold steps for restoration of Adivasi land which are illegally and fraudulently transferred by amending Regulation 2 of 1956 and making it more stringent. Reorganized the revenue administration by making it more pro-people.
  • As Industry Minister he took initiative in introducing single window system and got the Industry facilitation Act passed. The much sought for R.R Policy of the State which brought a revolutionary change in the field of Rehabilitation and re-settlement of the displaced persons was the brain-child of Sri Harichandan who in his capacity as the Chairman of the Cabinet Sub-Committee gave it final shape which was then the best R.R. Policy of the Country.
  • Due to his stiff opposition, the State was saved from selling away all the surplus government land for repayment of Government’s loans for which the State Cabinet had already taken a decision while he was absent from the head quarter. He said that state is the owner of the land and not the government which has limited powers like Trustees. He vehemently opposed the sale of the surplus govt. lands and was able to get the decision changed.
  • His constant endeavour since 1978, helped to a great extent in giving National recognition to ‘Paik Bidroh of 1817’, the historic war for freedom by the Oriyas under the great Leadership of Buxi Jagabandhu against the British regime by the Hon’ble Prime Minister, Shri. Narendra Modiji who directed its bicentenary celebration in the National level.

छत्तीसगढ़ के तीसरे नवनिर्वाचित मुख्यमंत्री श्री भूपेश बघेल का जन्म 23 अगस्त 1961 को राजधानी रायपुर में हुआ। उनके पिता श्री नंदकुमार बघेल दुर्ग जिले के पाटन क्षेत्र के प्रगतिशील कृषक हैं।

श्री भूपेश बघेल तत्कालीन अविभाजित मध्यप्रदेश की विधानसभा के लिए पहली बार वर्ष 1993 में विधायक निर्वाचित हुए। इसके बाद उन्होंने वर्ष 1998, वर्ष 2003 और वर्ष 2013 में भी विधायक के रूप में क्रमशः मध्यप्रदेश और राज्य बनने के बाद छत्तीसगढ़ की विधानसभा में पाटन क्षेत्र का प्रतिनिधित्व किया। श्री बघेल पांचवी बार इस वर्ष 2018 में छत्तीसगढ़ विधानसभा के आम चुनाव में पाटन क्षेत्र से विधायक निर्वाचित हुए। साहित्य पठन, योग और खेल-कूद की गतिविधियों में उनकी विशेष अभिरूचि है। उन्होंने 19 जुलाई 2000 को रायपुर और 30 अगस्त 2000 को बिलासपुर में विशाल स्वाभिमान रैलियों का सफलतापूर्वक आयोजन किया। रायपुर, बिलासपुर, दुर्ग और सेलूद में छत्तीसगढ़ मनवाकुर्मी समाज द्वारा आयोजित वृहद सामूहिक विवाह समारोहों के सफल आयोजन में भी उन्होने महत्वपूर्ण योगदान दिया।

श्री भूपेश बघेल तत्कालीन अविभाजित मध्यप्रदेश सरकार में वर्ष 1998 में मुख्यमंत्री से सम्बद्ध राज्य मंत्री और जनशिकायत निवारण विभाग के स्वतंत्र प्रभार के राज्य मंत्री के रूप में, वर्ष 1999 में परिवहन विभाग के मंत्री के रूप में और वर्ष 2000 में छत्तीसगढ़ राज्य के गठन के बाद छत्तीसगढ़ शासन के राजस्व, पुनर्वास, राहत कार्य और लोक स्वास्थ्य यांत्रिकी विभागों के मंत्री के रूप में जनता को अपनी उल्लेखनीय सेवाएं दी। श्री भूपेश बघेल वर्ष 2013 में छत्तीसगढ़ विधानसभा की कार्यमंत्रणा समिति और वर्ष 2014-15 में लोकलेखा समिति के सदस्य रह चुके हैं।

श्री उमेश पटेल रायगढ़ जिले के ग्राम नंदेली निवासी हैं। वे स्वर्गीय श्री नंद कुमार पटेल के पुत्र हैं। वर्तमान में वे खरसिया निर्वाचन क्षेत्र से निर्वाचित हुए हैं। उन्होंने भिलाई इंस्टीट्यूट ऑफ टेक्नालॉजी दुर्ग से इनफरमेशन टेक्नालॉजी में बैचलर ऑफ इंजीनियरिंग की डिग्री प्राप्त की है। वे छत्तीसगढ़ विधानसभा में दूसरी बार निर्वाचित हुए हैं।

The Chhattisgarh Council of Science and Technology , a nodal agency of Department of Science and Technology, Government of India in Chhattisgarh, was instituted in 2001 with a view to optimize sustainable development of the State through Science and Technology. Some of the major objectives of the council are, to identify the areas where Science and Technology input is required for progress of the state, to ensure better utilization of the resources of the state and to promote and popularize science for modernization of the state.
